Gender Equality Act states that local and regional administration units are responsible, in all phases of planning, decision-making, and implementing decisions, to assess and evaluate the effects of the decision or action on the condition of women, with respect to men, for the purpose of achieving true gender equality. In other words, they are responsible for implementing a gender-conscious policy. However, there is usually a tendency for significant misunderstanding, concerning both the true meaning of such terminology, as well as which method would be most suitable to actualize such policies. As a result, CESI released the publication "Gender Equality in Local Communities".
