Project: Enhancement of the Gender Equality Legal Framework

The project "Enhancement of the Gender Equality Legal Framework" will last 24 months and will be implemented by two project partners CESI and University of Zagreb, with the cooperation of external consultants – University of Liverpool. The aim of the project is to raise awareness regarding gender equality and to facilitate the realisation of de facto equality through and effective implementation of the sex equality legal framework. The project will be implemented in Croatia and is targeting judiciary and lawyers, politicians and employers as well as general public. The project goals would be achieved through several main activities: awareness raising campaign, education and training, monitoring through analysing legal framework, and suggesting improvements in laws which are in accordance with EU acquis.

Specific Objectives

  • To raise awareness on existing sex equality legal framework and mechanisms
  • To initiate changes and improvements in the existing sex equality framework
  • To increase access to justice for vulnerable groups by educating and training professionals engaged in equality issues
  • To improve legal framework and harmonize it with EU standards and develop tools for promotion of gender equality

Activities

1. Awareness Raising Campaign

  • public events, distribution of brochures and leaflets on street actions, radio jingle broadcasting, materials on web
  • fora for members of political parties with the aim of women's increased participation in election proces and all levels of decision making
  • round tables for politicians
  • fora for lawyers
  • discussion groups for law students

2. Implementation of Gender Equality Instruments (Monitoring)

  • analysis of judicial decisions concerning the protection of women's equality rights on the labour markets
  • analysis of position of women in public institutions and private companies, the extent to which private employers have developed policies or practices of promoting equality of women in the workplace and the labour market
  • analysis of law, practices, policies and results of the institutions responsible for ensuring the implementation of the equality legal framework

3. Facilitating Improvements

  • recommendations for improvements of laws deficiencies and discrepancies identified within the national equality framework in light of the EU gender equality acquis
  • codes of practices that would supplement equality legislations will be developed
  • equality guidelines that would help employers in the promotion of equality at the workplace will be published
