Consulting Meeting with UN special rapporteur on the right to health
Anand Grover, UN special rapporteur on the right to health invited the representatives of civil society organizations from East Europe to consultation relating to the right of each person to the highest possible standards of physical and mental health. Special Rapporteurs are independent experts nominated by the Human Rights Council, and their task is to assess the situations and to prepare the report relating to certain issue or situation in some country.
The meeting was held in European Youth Centre Budapest (EYCB) from November 26 to 28, 2010. Sanja Cesar, as a CESI representative took part as the only participant from Croatia.
The meeting enabled the participants from a dozen of countries to contribute to priority issues in the region which will define the programme of Special rapporteur for the future three years. He was especially interested in the direct work experiences of civil society organizations as well as violation of rights to health of vulnerable groups.
Several sessions relating to various subject matters were held: health systems and state budgets, patient rights, sexual rights, reproductive rights, HIV / AIDS and health rights, drug consumers' rights and Roma community rights.
There were discussed the measures for assessment of health rights realization, such as availability, accessibility which includes physical accessibility, accessible prices and appropriate information, acceptability which means respecting the principles of medical ethics, cultural and gender sensitivity and quality of health and infrastructure and services which must be scientifically and medically suitable.
The results have shown that the patients have difficulties in acquiring the rights for full, accurate and timely information, which subsequently endangers the right to decision on the proper health. It is especially difficult to realize the rights of various vulnerable groups, whose rights to human dignity are often violated and discriminated.
