Within project Women Leaders in Local Communities, CESI has conducted analysis of women's participation in local elections 2009. Local elections in 2009 took place in old social context, with new legislative framework. The old social context, especially the political one, was characterised by low political participation of women, and sexism, which was not limited to pubs, but also reached parliamentary pulpit. New legal framework was defined by the Law on Direct Election of Mayors, and Gender Equality Act, from July 2008. It was the local election 2009, when mayors, and heads of counties, were elected directly for the first time.
